As part of steps towards modernising the country’s tourism sector, the Ministry of Tourism and Hospitality Industry has presented the draft Tourism Bill during a parliamentary workshop convened in Harare.
The session brought together lawmakers, tourism stakeholders, and industry leaders for a constructive exchange on the Bill’s potential to strengthen policy, drive sustainable growth, and enhance Zimbabwe’s global competitiveness as a destination.
The sector minister Barbara Rwodzi led the presentation, explaining how the Bill aims to modernise Zimbabwe’s tourism legislation and bring it in line with regional and international standards.
The proposed framework focuses on sustainable development, better governance, and creating a stronger base for investment and community involvement.

The session highlighted Zimbabwe’s growing commitment to building a tourism sector that supports long-term economic growth. Participants looked at key areas of the Bill designed to improve destination competitiveness and ensure that local communities see real benefits from tourism.
Clive Chinwada, President of the Tourism Business Council of Zimbabwe (TBCZ), welcomed the Ministry’s inclusive approach and spoke to the need for continued collaboration between government and the private sector as the Bill progresses.
The workshop closed with comments from Hon. Joana Mamombe, Chairperson of the Portfolio Committee on Tourism and Hospitality Industry, who praised the Ministry’s efforts and confirmed the Committee’s support for advancing the Bill through a joint process.
The proposed legislation comes at a time when Zimbabwe is working to attract new investment, expand its tourism offering, and respond more effectively to changing global trends.
